Centre lists 26 bills for Parliament’s Winter Session; cryptocurrency legislation, farm laws repeal top agenda

The Central government has identified 26 bills in parliament that will likely be presented during the Winter Session. The session will take place between November 29th and December 23rd.

The legislations listed include the one that repeals the three controversial farm laws. Prime Minister Narendra Modi announced last Friday that the Centre would repeal these laws during the Winter Sessions of the Parliament. Over the bill, the central government and the Opposition have been trying to reach a consensus.

It proposes to amend the Schedule Caste list and Schedule Tribe lists of Uttar Pradesh. Similar bills will be introduced to amend the Scheduled Castes and Scheduled Tribes lists of Tripura.

This list also includes the Insolvency and Bankruptcy Code (Second Amendment Bill) and the Pension Fund Regulatory Development Authority(Amendment Bill).

The Upcoming Bills in this Winter Session 

  • The Inter-Services Organizations (Command, Control, and Discipline) Bill, 2021:

It aims to “enable the Commander-in-Chief of Inter-Services Organisations or the Officer-in-Command in Respect of Persons Subject to the Army Act 1950, Navy Act 1957 and Air Force Act 1950, who are under or attached to his command for maintaining discipline and proper discharges of their duties”.

  • The Emigration Bill, 2021:

It will replace 1983’s Emigration Act to create a transparent, comprehensive and robust emigration management system that promotes orderly and safe migration.

  • The National Anti-Doping Bill, 2021:

This bill is intended to give a legal framework to NADA to meet the obligations of India under the convention as well as the obligations of NADA, as a signatory to the WADA Code as amended from time to time.

  • The Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill, 2021:

It aims to combat and prevent trafficking in persons, particularly women and children.

 Cryptocurrency Bill among 26 to be introduced in Winter Session 

26 new bills in parliament, including one about cryptocurrencies, were listed for introduction during the Winter Session. It is scheduled to start on November 29 and end on December 23.

The Winter Session will focus on cryptocurrency and regulation bill for digital currency, banking amendment bill and repeal of farm laws.

The cryptocurrency and Regulation of Official Digital Currency Bill 2021, to be presented in Parliament during the Winter Sessions seeks to “create a facilitative framework to create the official digital currency to issue by the Reserve Bank of India.” However, the Bill prohibits all private cryptocurrencies in India. It allows certain exceptions to encourage the underlying technology of crypto and its uses. Concerns have been raised about the use of cryptocurrencies to lure investors with false claims.

Apart from these, the Centre has also listed these Bills:

  • The Chartered Accountants, the Cost and Works Accountants and the Company Secretaries (Amendment) Bill, 2021. The Cantonment Bill, 2021
  • The Indian Antarctica Bill, 2021
  • The Pension Fund Regulatory and Development Authority (Amendment) Bill, 2021
  • The National Nursing Midwifery Commission Bill, 2021
  • The Mediation Bill, 2021
